In addition, it is a substantial contribution to the development of the social economy in each period, which is deemed correct and consistent with the party-state's policies, so it provides a clear direction for implementing the city's infrastructure work in order to achieve the plan. At the same time, urban planning in the new era must be based on global and international trends to address the effects of natural disasters, epidemics, the role of men and women or all genders, and escaping poverty, using the master plan of urban development as the primary tool to solve, improve, and develop both infrastructure and policies to facilitate sustainable development so that city dwellers can enjoy a high quality of life.

To implement the 2019-2024 socio-economic development plan of Bolikhamxay province, particularly the improvement of Paksan district, which is one of the districts to which the authorities have paid special attention and for which they have a plan to implement the systematic development of the town's various aspects, it is necessary to improve Paksan district. In collaboration with the Ministry of Public Works and Transport and the Department of Public Works and Transport of Bolikhamxay province, APA Inc. will design the city plan of Paksan, Bolikhamxay province.
